Mental and material, and rule-making and rule-organizing, assert the importance to practice change of both the conceptual and the concrete.
Like Inuit with snow, institutionalists have plenty of terms for rule-making; they have fewer for resource-organizing.
As later chapters will show, the institutional work of practice change always involves both rule-making and resource-organizing.
This chapter therefore picks up on the theoretical themes of Chapter 2, to explore the rule-making and resource-organizing work involved in creating the macro practice of strategic planning, including its various constituent practices.
Following Giddens (1984), this work involves two aspects in particular: first, the rule-making involved in developing internal guidelines or consulting tools, for instance; second, the resource-organizing expressed through the creation of new departments and firms and the merger or dissolution of other organizational units.
